2026, LSC, Lunar Ledger: Stakeholder Engagement Synthesis (2022–2026) and Field Design
Since 2022, the Open Lunar Foundation has undertaken an extensive programme of global stakeholder engagement to inform the development of the Lunar Ledger, a proposed international platform for sharing information on lunar objects and activities. This engagement has included over 200 structured conversations with representatives from governments, international governmental organisations, space agencies, commercial space actors, adjacent industries such as insurance and technology, as well as scientific, academic, and civil society communities. This stakeholder engagement was complemented in 2025 through the Open Lunar Foundation’s funding of the Lunar Policy Platform to stakeholder consultations to develop the Lunar Information Sharing 101 and Guide to Lunar Science and Ethics.
This CRP builds on Open Lunar’s contribution to the 2025 session of the Committee on the Peaceful Uses of Outer Space, as set out in Conference Room Paper A/AC.105/2025/CRP.15. It comprehensively makes available the synthesised stakeholder insights, from those who were happy to share their perspectives under Chatham House rules, in regard to information sharing, as well as the development of the Lunar Ledger (i.e. fields).
